West Carrollton City Council Meeting

August 10, 1999

 

PRESENT: Mayor Maxine Gilman; Council Members Bill Ennis, William Gordon, Jack Jensen, Linda Lotspaih, Donald Mounce and Jeff Sanner; City Manager G. Tracy Williams; Assistant City Manager David Watson; Law Director Patrick Carney; Service Director Don Hill; Police Chief Don Rice and Assistant Clerk of Council Patricia Replogle.

The meeting was called to order by Mayor Gilman. Michael Carosiello, Pastor of New Life Tabernacle Assembly of God, gave the Invocation. The Pledge of Allegiance and Roll Call followed.

MINUTES

A motion was made by Mr. Sanner to approve the minutes of the Regular Council Meeting of July 27, 1999. Mr. Gordon seconded the motion. A roll call vote was taken, all members voted yes, with the exception of Mr. Ennis who abstained, and the motion carried.

PUBLIC HEARINGS

There were no Public Hearings.


COMMUNICATIONS AND PRESENTATIONS

RES. 17-99: MORAINE-WEST CARROLLTON LITTLE LEAGUE, MANAGER-PITCH

ALL STAR TEAM

Resolution No. 17-99: A resolution recognizing the Moraine-West Carrollton Little League Association, Manager-Pitch All Star Team's second place finish at the 1999 Kettering Amateur Baseball Commission Invitational Tournament.

Mayor Gilman read the resolution in its entirety and presented it to Carl Enterman, Manager of the team, who accepted it on behalf of the coaches and players. The Mayor said that it is an honor to have the team and their coaches at the Council meeting. She added that the City is very proud of them and their accomplishments and hard work. Mayor Gilman praised the manager and coaches for their time and effort with the kids. She said that these youths reflect the future of what West Carrollton and Moraine will be.

The Mayor gave each member of the team a copy of the resolution.

SAFETY AWARDS - MVRMA

Danny O'Malley, MVRMA Loss Control Manager, appeared before Council to present the awards. He said that West Carrollton has consistently maintained remarkably low losses. Chief Rice accepted the 1998 Most Effective Departmental Risk Management Program award for zero losses on behalf of the men and women of the West Carrollton Police Department. Chief Rice said that the accreditation program guidelines have helped to make zero losses possible. Mr. O'Malley also noted that the West Carrollton Fire Department and EMTs also had zero losses. A breakfast will be held for the Police Department, Fire Department and EMTs in appreciation of their records.

NEW BUSINESS

ORDINANCE NO. 3138: SPEED LIMITS ON CERTAIN STREETS

Ordinance No. 3138 - An ordinance establishing speed limits on certain streets of the city of West Carrollton.

Don Hill addressed Council with a staff report. He said that a study of the streets and speed limits was done by Richard Oaks, a Dayton traffic engineer. Curbs, driveways, traffic and the general area were among the items taken into consideration in order to establish a safe and reasonable speed and provide uniformity for the City. Mr. Hill presented a slide and reviewed the streets affected by the changes in the speed limits.

A motion was made by Mr. Jensen, seconded by Mr. Gordon, to dispense with the second reading of Ordinance No. 3138. A roll call vote was taken, all members voted yes with the exception of Mayor Gilman who voted no. The motion carried.

Mayor Gilman noted for the record that she respects the traffic engineer and Mr. Hill but has safety concerns for the children and citizens in those areas and, therefore, cannot support the ordinance.

A motion was made by Mr. Sanner, seconded by Mr. Mounce, to approve Ordinance No. 3138. A roll call vote was taken: Mr. Mounce-yes; Mr. Sanner-yes; Mayor Gilman-no; Mr. Ennis-yes; Mr. Gordon-yes; Mr. Jensen-yes; Mrs. Lotspaih-yes. The motion carried by majority vote.


RESOLUTION 18-99: MORAINE-WEST CARROLLTON LITTLE LEAGUE ASSN

BIG LEAGUE TEAM



Resolution No. 18-99 - A resolution recognizing the Moraine-West Carrollton Little League Association, Big League team for winning the state championship of Little League International.

Mr. Gordon introduced and made a motion to approve Resolution No. 18-99. Mr. Ennis seconded the motion. A unanimous roll call vote carried the motion.


REPORTS BY THE OFFICERS

Mr. Williams said that bids were opened for the 1999 curb and sidewalk program. Only one bid was received which was close to the engineer's estimate. The bid was awarded to TdM Construction with a bid of $81,220.50. Mr. Williams also introduced and welcomed the new West Carrollton City Schools superintendent, Rusty Clifford.

COMMENTS BY COUNCIL



Mr. Mounce congratulated the Little League team. He also said that he is concerned with the safety of the residents but for the vitality of the community, he had supported the speed limit ordinance. He said that it would be reviewed if needed.

Mr. Sanner expressed congratulations to the team and to the West Carrollton Police and Fire Departments. He also added that if the speed limit changes do not work in the best interests of the citizens, the ordinance would be changed.

Mr. Ennis and Mr. Gordon echoed the comments.

Mr. Jensen agreed with the comments of the other Council members. He said that the traffic engineer's report had swayed him but the ordinance could be changed if needed. Mr. Jensen also welcomed the new school superintendent.

Mrs. Lotspaih congratulated the team and the City departments receiving awards.

Mayor Gilman said that she had personal reservations about increasing the speed limits. She welcomed Dr. Clifford. The Mayor thanked Ron Ziemkowski on cameras. She said that the NLC amendment suggestion forms are available in the Council work room. The Mayor expressed her appreciation of Congressman Tony Hall and Senator George Voinovich for their help and support on the Holes Creek Project. The City is to receive $439,000 toward the project. She also noted that the Fisher and Nightingale Houses will hold their Annual Gala and Auction at the Air Force Museum on Friday, October 1st.



ADJOURNMENT



A motion was made by Mayor Gilman, seconded by Mr. Gordon, to adjourn the meeting. A unanimous roll call vote carried the motion.

Council adjourned.
