June 10, 1997
PRESENT: Deputy Mayor William Gordon; Council Members, Bill Ennis, Jack Jensen, Donald Mounce and Jeff Sanner. Mayor Maxine Gilman and Council Member Daryl Garrison were excused. City Manager Tracy Williams, Assistant City Manager David W. Rowlands; Law Director Patrick G. Carney; Service Director Don Hill; Police Chief Don Rice; Director of Planning & Economic Development, David Humphreys; and Assistant Clerk of Council Patricia Replogle.
The meeting was called to order by Deputy Mayor Gordon. Mark Scroggins of First Baptist Church gave the invocation. The Pledge of Allegiance and Roll Call followed.
Minutes
Mr. Ennis made a motion, seconded by Mr. Mounce, to approve the Minutes of the Regular Meeting of May 27, 1997, and the Retreat Meeting of May 28, 1997. All members present voted Yes to a roll call vote and the motion carried.

There were no public hearings.
Communications and Presentations
Resolution No. 19-97: Jeromy Lewis
Resolution No. 19-97 - A resolution recognizing the West Carrollton High School Class of 1997 Valedictorian Jeromy Lewis, and Salutatorian Nicole Smith, and honoring their academic excellence.
Deputy Mayor Gordon presented the Resolution to Jeromy Lewis who was accompanied by several members of his family and friends. Mr. Gordon complimented Jeromy on his achievements, and noted that this years class of Seniors had been awarded close to $500,000 in scholarship money.
Presentation by Appleton Papers to D.A.R.E. Program
Jim McGovern, Plant Manager of Appleton Papers, presented a check for $1,000.00 to Police Chief Don Rice and Deputy Mayor Gordon for use in the D.A.R.E. Program. Mr. McGovern expressed the belief that businesses should work with the community to improve the lives of everyone. Mr. McGovern stated that he feels that it is important to work with and educate children while they are young, and feels that the D.A.R.E. Program is an essential part of that process. Mr. McGovern also informed Council that Appleton Papers will be expending millions of dollars to bring the West Carrollton plant into the next millennium including changes in the outward appearance of the plant. All of the council members expressed their appreciation to Mr. McGovern for the contributions Appleton Papers makes to the City.

New Business
Resolution No. 23-97: Thomas G. Mick
Resolution No. 23-97 - A resolution acknowledging the appreciation of the citizens and public officials of the City of West Carrollton for services rendered unto said City by Thomas G. Mick.
A motion was made by Mr. Mounce and seconded by Mr. Sanner to approve Resolution No. 23-97. A unanimous roll call vote carried the motion.
Appointments to West Carrollton Technology Advisory Group
Mr. Jensen made a motion to appoint the following citizens to the West Carrollton Technology Advisory Group:
2 year terms: M. Earl Chadwick, R.W. Fowler, Carol "Spike" Helmers, and Lowell Henize.
4 year terms: Mark D. Hutchison, Robert H. Lipscomb, Gary Weidenbach, and Victoria Whipple.
Mr. Sanner seconded the motion. A roll call vote was taken, all members present voted Yes, and the motion carried.
County Permissive Tax Funds
Service Director Don Hill presented a brief report on the Permissive Taxes obtained from the County. The funds are collected from the license plate fees. The City will collect monies from this years allocation to reimburse the City for the street re-surfacing that was done in 1996. West Central Avenue was re-surfaced from Miami Avenue to the corporation line. It will take four years of allocations to complete reimbursement. (The last time this area was re-surfaced was in 1987).
Mr. Jensen made a motion to authorize the City Manager to submit an application to the Permissive Tax Program for reimbursement of the costs for the re-surfacing of West Central Avenue. Mr. Ennis seconded the motion. All members present voted Yes, and the motion carried.
Reports by Officers
Mr. Williams notified Council that the West Carrollton Waves Swim Club had requested a donation for the prize to the top seller in their fund raising program. Mr. Mounce made a motion to authorize the City Manager to donate a Pool Pass to the West Carrollton Waves. Mr. Gordon seconded the motion. A unanimous roll call vote carried the motion.
Mr. Williams also noted to Council that the grounds around the Civic Center are being improved. He also commented that the Thunder Road Bike-A-Thon had used the bikeway in West Carrollton last weekend.
Unscheduled Business
There were no comments by the audience.
Mr. Sanner expressed concern regarding the intersection at Gibbons Road and Alex Road. Mr. Sanner questioned the right-of-way of traffic from the road from Appleton Paper and traffic from Gibbons Road. Mr. Williams suggested that a review be done of the safety of that intersection and a report prepared listing various suggestions to prevent any future problems.
Mr. Mounce expressed his appreciation for the mowing the City has done, and suggested that the lawn of the Historical Societys house be taken on for mowing as an access area. He also noted that "Play Ball had opened this weekend.
Mr. Ennis congratulated Jeromy Lewis on his accomplishments. Mr. Ennis requested that Mr. Williams look into the entrance at Days Inn as the new construction there has created some problems in entering that area.
Mr. Jensen and Mr. Mounce also expressed concern over the Watertower Lane/Days Inn area. Mr. Mounce suggested that maybe the City could do something if the State would not.
Mr. Jensen made a motion to appoint Don Riley of Cransberry Drive to the Property Maintenance Appeals Board, and Portia Martin to the Recreation Board to fill the unexpired term of Norma Sexton. (Mrs. Martin would be on the Board until December 31, 2001). Mr. Sanner seconded the motion. All members present voted Yes, and the motion carried.
Mr. Jensen also noted that there is still a vacancy on the Technology Advisory Group and there are several vacancies on the City Beautiful Commission.
Mr. Gordon noted that the Paper Festival is this Friday beginning at 6 p.m. and runs through Sunday. He listed some of the entertainment that would be featured. He also mentioned that the Rotary Club Golf Outing will be at the River Bend Golf Course on June 20 with the proceeds going to the West Carrollton Education Foundation.
Adjournment
Deputy Mayor Gordon made a motion to adjourn the meeting, seconded by Mr. Mounce. A unanimous roll call vote carried the motion.
