WEST CARROLLTON CITY COUNCIL MEETING
Held June 9, 1998
PRESENT: Mayor Maxine Gilman; Council Members Bill Ennis, Jack Jensen, Linda Lotspaih and Jeff Sanner; City Manager Tracy Williams; Law Director Patrick Carney; Planning and Economic Director David Humphreys; Deputy Chief Richard Barnhart; and Assistant Clerk of Council Patricia Replogle.
EXCUSED: Councilmember Bill Gordon
The meeting was called to order by Mayor Gilman. Clint Davis of Abundant Life Baptist Church gave the invocation, followed by a moment of silence in honor of Mrs. Rice, Police Chief Rices mother, who passed away on Monday. The Pledge of Allegiance and Roll Call followed.
MINUTES
A motion was made by Mr. Sanner to approve the minutes of the Regular Council Meeting of May 26, 1998, the Work Session of May 19, 1998, the Work Session of May 21, 1998 and the Joint Meeting with City Council, Board of Zoning Appeals and Planning Commission of May 28, 1998. Mrs. Lotspaih seconded the motion. A roll call vote was taken. All members voted yes and the motion carried.

COMMUNICATIONS AND PRESENTATIONS
Presentation by West Carrollton Police Dept. To Darrell Goodrich
Deputy Chief Rick Barnhart of the West Carrollton Police Department addressed Council. Deputy Chief Barnhart said that it is with much pride and sadness that they are here tonight. They are here to honor the retirement of a member of the Police Department for over 30 years. Deputy Chief Barnhart said that along with losing the experience Darrell provides, they are also losing a valued friend. Calculations had been made and it was discovered that Darrell had volunteered over 10,000 hours of his time to the City through work with the Police Department. An inscribed plaque was presented to Darrell, accompanied by his wife, Shirley, by Deputy Chief Barnhart on behalf of the Police Department. Many officers from the Police Department attended the presentation.
Resolution No. 16-98: Darrell W. Goodrich
Resolution No. 16-98: A resolution acknowledging the appreciation of the citizens and public officials of the City of West Carrollton for services rendered unto said city by Darrell W. Goodrich.
Mayor Gilman introduced and made a motion to approve Resolution No. 16-98. Mr. Jensen seconded the motion. A roll call vote was taken, all members voted Yes and the motion carried.
Mayor Gilman presented the resolution to Darrell and expressed her appreciation for all that he has done. She said that she, along with Mr. Carney and the Clerk of Courts, miss him at Mayors Court. The Mayor wished him the best in his retirement and thanked Shirley for supporting him in all of his endeavors for the City.
Mr. Carney said that he appreciated his presence at Court and all the time he has given the City. Mr. Sanner thanked him for his many years of service. Mrs. Lotspaih said that although she had not had the opportunity to work with him, she was impressed by his record of service. Mr. Jensen thanked him for a wonderful job and wished him many years of enjoyed retirement. Mr. Ennis said that he had enjoyed working with Darrell over the years, wished him an enjoyable retirement and commended Shirley for her support.
Mayor Gilman thanked the many officers for attending the meeting and noted that a reception would be held in the lobby for those choosing to attend.
COMMENTS BY THE AUDIENCE
Chuck Coughlin of 925 Primrose Drive addressed Council. He asked about the work being done by prisoners in the creek near Sherwood Forest. Mr. Williams said that the city drainage line was causing severe erosion in that area. They were able to put a wall in that area to protect the bank. The materials were paid for by the City but there was no charge for the labor. Mr. Coughlin noted that there is more water in the Primrose Drive area due to the rains. Mr. Williams noted that work is being done to resolve some of the problems in that area. Four trees have been identified as those to be removed by Dayton Power & Light; five others will be removed by a contractor and the remainder by the City. The Primrose bridge has been cleaned out. Mr. Williams noted that a series of meetings has been held. An engineering consulting firm will be chosen. At that point, Mr. Williams said, they hope to meet with the citizens to go over the possible solutions to the flooding in their area. Mr. Coughlin asked about the concrete slabs in the Blossom Hill area where the old wooden bridge was located. Mayor Gilman said that she had spoken with Mr. Horne and Mr. Hill, the Service Director, and found that the slabs are to be used to stop the erosion. Mr. Coughlin noted that there is also some concrete in the creek which may present a problem in the future. Mr. Coughlin said that the bridge needs to be kept dredged. He said that they appreciate the Citys help.

Ordinance No. 3092: Establish Additional Zoning Code Definitions
Ordinance No. 3092 (second reading): An ordinance amending Chapter 154 of the Code of Ordinances of West Carrollton known as the "Zoning Code", amending Section 154.04 to establish zoning definitions for automobile wrecking, junk, junk yard and manufacturing categories.
A motion was made by Mr. Jensen, seconded by Mr. Sanner, to adopt Ordinance No. 3092. A unanimous roll call vote carried the motion.
NEW BUSINESS
Ordinance No. 3097: Bids for Removal of Structures
Ordinance No. 3097: An ordinance authorizing the City Manager to advertise for bids for the removal of structures located at 33, and 35-37 North Elm Street and to expend a sum in excess of $10,000 therefore.
Mayor Gilman asked Mr. Williams if there is a time frame for this Ordinance. Mr. Williams responded that there is no time frame, but they would like to see the Ordinance passed as soon as possible so they may proceed. Mr. Williams noted that this Ordinance may not be needed since the cost may be less than $10,000. Mr. Williams also noted that Mr. Carney had sent letters to the tenants of the properties informing them of the Citys intent. Mr. Carney recommended dispensing with the second reading of the Ordinance.
A motion was made by Mr. Sanner, seconded by Mrs. Lotspaih, to dispense with the second reading of Ordinance No. 3097. All members voted Yes to a roll call vote and the motion carried.
Mr. Sanner made a motion, seconded by Mr. Jensen, to approve Ordinance No. 3097. A unanimous roll call vote carried the motion.
REPORTS BY OFFICERS
Mr. Williams expressed his gratitude to Darrell. He, like many others, have fond memories of Darrell at the West Carrollton football games patrolling the area and stadium.

COMMENTS BY THE AUDIENCE
Mayor Gilman introduced Steve Sandlin, editor of the Miamisburg-West Carrollton News. Mr. Sandlin introduced Amanda Nagoto to the City Council as the new reporter who will be covering the Council meetings and school functions in the future.
COMMENTS BY COUNCIL
Mrs. Lotspaih noted that the Paper Festival and Boat Show is this weekend. She also mentioned a letter to the West Carrollton Fire Department from a gentleman in Clayton, Ohio who expressed his appreciation of the Fire Department.
Mr. Sanner wished to note that Ordinance 3097 for the removal of the structures at 33, 35-37 North Elm Street is important to Council as another step towards improving the downtown area of West Carrollton.
Mayor Gilman thanked Ron Ziemkowski on cameras. She noted that Sinclair Community College is holding a 4 week program called Voyager Summer Adventure Camp. Brochures will be available at the City offices. Canterbury Court donated $250.00 each to the West Carrollton Fire Department and the West Carrollton Police Department to show the complex residents support and appreciation. The Mayor congratulated all of the D.A.R.E. graduates and thanked Gene Jarman for all of his work on the D.A.R.E. program. Mayor Gilman also noted that the Paper Festival and Boat Show will be held this weekend. There will be booths with information about the various city functions and offices. Mr. Gordon is the Chairperson of the festival.
Mayor Gilman made a motion to recess to an Executive Session to discuss real estate and personnel matters and to a Work Session to discuss the items on the agenda. Mr. Sanner seconded the motion. A unanimous roll call vote carried the motion.
Council recessed.
