May 9, 2000

 

PRESENT: Mayor Maxine Gilman; Council Members William Gordon, Vern Angerer, Jack Jensen, Linda Lotspaih; Donald Mounce and Jeff Sanner; City Manager G. Tracy Williams; Assistant City Manager David Watson; Law Director Patrick Carney; Director of Planning and Economic Development David Humphreys; Finance Director Tom Reilly and Assistant Clerk of Council Patricia Replogle.

The meeting was called to order by Mayor Gilman. Alan Arber, Deacon of St. Henry's Parish, gave the Invocation. The Pledge of Allegiance and Roll Call followed.


MINUTES

A motion was made by Mr. Gordon, seconded by Mr. Mounce, to approve the minutes of the Regular Council Meeting of April 25, 2000. A roll call vote was taken, all members voted yes with the exception of Mr. Sanner who abstained, and the motion carried.

 

PUBLIC HEARINGS


There were no Public Hearings.

 

COMMUNICATIONS AND PRESENTATIONS

 

RESOLUTION NO. 8-2000: DONALD J. HILL


Resolution No. 8-2000: A resolution acknowledging the appreciation of the citizens and public officials of the City of West Carrollton for services rendered unto said City by Donald J. Hill, Service Director.

Mayor Gilman read the resolution and, along with Mr. Williams, presented it to Don who was accompanied by his wife, Beverly. The Mayor thanked Don for his years of service to the citizens and Beverly for her support. Mayor Gilman said she enjoyed having them as residents. Mr. Williams also said he appreciated all of Don's work; that he has done an outstanding job and wished him the best. Don said that it has been a rewarding, challenging experience, and he thanked the staff, residents, area businesses, Council, the Mayor and Mr. Williams for their support. He said he looks forward to his retirement but will miss everyone. Mr. Gordon said Don has been a great asset to the City and one of the best workers the Lions Club has ever had. He said that he didn't think most people know of all the work Don did for the Lions Club. Mr. Gordon said Don will be missed.

Mr. Angerer, Mr. Jensen and Mrs. Lotspaih all congratulated Don and wished him the best.

Mr. Mounce said that Don's record of achievement at the City has been top notch and his work in the community will be greatly missed. Mr. Sanner added that the City is a better place for his being here. Mayor Gilman noted that Don's first boss was at the reception for Don last week and still speaks highly of Don. She said that she hopes he will visit occasionally and wished him the best of luck.

 

RESOLUTION NO. 9-2000: LINDA S. ROTH


Resolution No. 9-2000: A resolution acknowledging the appreciation of the citizens and public officials of the City of West Carrollton for services rendered unto said City by Linda S. Roth as a member of the City Beautiful Commission.

Mayor Gilman noted that Ms. Roth was not present and that the resolution will be presented to her at another time.



PROCLAMATION - SENIOR CITIZENS DAY


Mayor Gilman said that the Proclamation will be presented at a later date.

 

PROCLAMATION - PUBLIC SERVICE RECOGNITION WEEK

Mayor Gilman read the Proclamation which proclaimed the week of May 21-27, 2000 as Public Service Recognition Week in the City of West Carrollton. The Mayor asked Mr. Williams to post the Proclamation to share with the employees and to let them know that they are appreciated.

 

PROCLAMATION - PEACE OFFICERS MEMORIAL DAY

The Proclamation was read by Mayor Gilman proclaiming May 15, 2000 as Peace Officers Memorial Day in West Carrollton. She noted that the week of May 15-19, 2000 is Peace Officers Week. Flags will be flown at half-staff on May 15, 2000 in honor of those officers who have lost their lives. She said that she and Mrs. Lotspaih had attended a church service on Sunday that was very touching and honored the late Sheriff Gary Haines. The Mayor said that we should thank the officers every day for keeping us safe.

NEW BUSINESS

 

RESOLUTION NO. 11-2000: LUCINDA S. TOLENE


Resolution No. 11-2000: A resolution acknowledging the appreciation of the citizens and public officials of the City of West Carrollton for services rendered unto said City by Lucinda S. Tolene as Director of the West Carrollton Parks and Recreation Preschool.

Mr. Jensen introduced and made a motion to approve Resolution No. 11-2000. Mrs. Lotspaih seconded the motion. A unanimous roll call vote carried the motion.



LIQUOR LICENSE TRANSFER REQUEST

BUCKEYE P. H. INC DBA PIZZA HUT TO TWINS GROUP P.H. LLC


Mayor Gilman noted that they had received a staff report from the Police Department. Mr. Angerer verified that no transfers had occurred yet. Mr. Carney said that the transfer would not occur until Council indicates no objection.

Mr. Mounce made a motion, seconded by Mr. Gordon, to not oppose the request for the transfer of the liquor license from Buckeye P. H. Inc. dba Pizza Hut to Twins Group P.H. LLC. All members voted yes to a roll call vote and the motion carried.

 

REPORTS BY OFFICERS



Mr. Williams noted that two bids had been received and accepted. One was for street repairs and asphalt overlay from L. P. Cavett for $242,274.44. The other was for slurry seal from Terry Construction for $112,976.40. Mr. Williams also commented on the beautiful flowers and yards in the City.

Mr. Reilly congratulated Don on his retirement and wished him and Beverly all the best.

COMMENTS BY COUNCIL


Mr. Angerer said that the Prom and After Prom went well. He also congratulated Don.


Mr. Gordon thanked Fire Chief Keister for speaking at the Rotary Club today. He also said that he had attended the Arbor Day tree planting and it was very nice. He informed everyone that the Paper Festival will begin on Friday, June 9th at 6 p.m. with the parade on Saturday at 10 a.m. and the 5K Run/Walk on Sunday beginning at 9 a.m. The festival ends at 6 p.m. on Sunday, June 11th.

Mayor Gilman thanked Ron Ziemkowski on cameras. She said she hopes the new cameras are all we hoped they would be. She also thanked the students in the audience for coming to the meeting.

 

RECESS



Mayor Gilman made a motion, seconded by Mr. Gordon, to recess to a Work Session to discuss the items on the agenda, preceded by an Executive Session to discuss a real estate matter. A unanimous roll call vote carried the motion.

 

WORK SESSION


In addition to City Council, those present for the Work Session were: G. Tracy Williams, City Manager; David Watson, Assistant City Manager; and Tom Reilly, Finance Director.


The Work Session was suspended to hold an Executive Session.


EXECUTIVE SESSION


City Council held an Executive Session to discuss a real estate matter.

A motion was made by Councilmember Mounce, seconded by Deputy Mayor Gordon, to reconvene into the WORK SESSION.

Tom Reilly joined the meeting.

 

RECREATIONAL VEHICLE REGULATIONS


A brief discussion was held regarding recreational vehicle regulations. It was felt that the item is not ready for discussion. Item will be carried forward to a future meeting.

 

FINANCIAL IMPACT OF ROBERDS CLOSING



Mr. Reilly presented his analysis of the financial impact of the Roberds store closing. Following a brief presentation covering the memo which Mr. Reilly had prepared for Council's review, several questions were asked concerning the issue.

Alternate sources to generate revenue were discussed. Council agreed that the 2% spending cap could be waived, due to changes in the revenue stream. (The 2% spending cap relates to the total budget for the City of West Carrollton). Following some additional discussion, Council reached consensus that staff needs to monitor expenditures. Council will not make any major adjustments to the budget at this time.

Presentation on Roberds closing concluded. Mr. Reilly was excused and left the meeting.

Mayor Gilman asked that the meeting proceed with Other Business, postponing the agenda item, the video, "The Digital Economy", for viewing until last.

City Manager Williams asked if Council wants department directors to be present at the Vision Retreat. After some discussion, Council responded to Mr. Williams that the decision to ask department directors to attend the retreat would be up to him.

City Manager Williams went on to discuss the upcoming commercial Realtors focus group meeting. Within the discussion, Mr. Williams recommended rescheduling the luncheon from May 24th to May 31st. Council agreed.

City Manager Williams indicated that due to some schedule conflicts, the Business Focus Group lunch scheduled for June 1st will need to be moved to June 15th. Council concurred.

Mayor Gilman asked council members for any additional items of other business to be brought forward.



COUNCIL COMMENTS


Councilmember Jensen informed Council that the School Liaison Committee will be meeting in two weeks, and asked that any ideas that need to be discussed be provided to Deputy Mayor Gordon or to him.

Councilmember Jensen reviewed meeting notes from the Transportation Committee of the Miami Valley Regional Planning Commission in support of the expansion of the Dayton airport. Mr. Jensen went over some of the major issues involved, indicating that he feels that Council needs to spend some additional time looking at what the airport expansion could do and may do to future highway funds for Montgomery County as it affects I-75.


Councilmember Mounce asked if Council needed to take an affirmative stance at this time supporting the MVRPC position. After some discussion it was felt that more information is needed, and that Council will need to take time independently to discuss all of the issues, prior to making a decision whether or not to support MVRPC.


Mayor Gilman presented a letter from the Ohio Department of Natural Resources requesting support for federal legislation concerning the Conservation and Re-investment Act.

Mayor Gilman then highlighted for council members an item in their packets: the state-required "Warn" notice from Roberds to its employees that the facility will be closing.

There were no additional items from Council.

City Manager Williams introduced the videotape entitled, "The Digital Economy", a lecture given by Don Tapscott at the International City Managers Association's annual meeting in Seattle, Washington.

Mr. Mounce and Mr. Watson left the meeting.


The videotape was played for Council.


A motion to adjourn was made by Councilmember Angerer, seconded by Councilmember Jensen. All voting in favor, meeting adjourned.
