EXECUTIVE SESSION

 

In addition to City Council, Tracy Williams, Dave Humphreys, and Pat Carney were present for this session.

 

Following the executive session, Council convened into the scheduled work session.

 

WORK SESSION

 

ZONING ORDINANCE

 

City Council discussed possible changes to Section 154.13 (A) (5) of the City Code pertaining to the super majority vote needed for City Council to overrule a negative recommendation on a rezoning matter from the Planning Commission. After discussing various alternatives the City Council requested that Pat Carney, Law Director, draft wording for Council to review.

 

WEST CARROLLTON TECHNOLOGY ADVISORY GROUP

 

City Council requested that the Resolution to create this new advisory group be placed on their next agenda.

CITIZEN FOCUS GROUPS

 

City Council requested that the City Manager schedule a work session for June 17, with residents from the Crossings Apartment Complex area; this area would be primarily Precinct N. Council indicated they would like to meet with approximately nine or ten people from that section of the City. Also, City Council discussed the possibility of holding further focus groups with citizens in the months ahead.

 

WEST CARROLLTON CITIZENS’ ACADEMY

 

City Manager Williams discussed the possibility of creating a West Carrollton Citizens Academy where residents could learn more about various aspects of the community. After a discussion on this matter, it was agreed that an effort should be made to organize a series of presentations regarding various aspects of the community; however, concern was expressed about whether or not there would be sufficient people interested to make such an effort worthwhile. City Manager Williams and the City Council agreed to initiate such an effort to determine how much interest there might be in such a program.

 

WATERTOWER LANE

 

Councilmember Jensen expressed concern about the delay on getting the Watertower Lane project completed. City Manager Williams indicated he would contact State Representative Don Mottley to see if he could have any influence on getting the Ohio Department of Transportation and their contractor to complete Watertower Lane promptly. Also, Williams indicated that Service Director Don Hill had made several contacts with the Ohio Department of Transportation regarding the City’s concerns about seeing this project completed as soon as possible.

 

1997 CITY COUNCIL VISION RETREAT

 

City Council briefly addressed those subjects which might be further discussed at the Vision Retreat scheduled for Wednesday, May 28, 1997.

 

MEETING WITH THE PLANNING COMMISSION

 

Councilmember Don Mounce indicated that the Planning Commission had a longstanding interest to meet with the City Council and was disappointed that such a meeting had not yet taken place.

 

GENERAL FUND REVENUES

 

City Council expressed some concern about the lag in income tax collections. City Manager Williams said he would discuss this matter further with Finance Director Tom Reilly and would give a further report to City Council concerning this situation.

 

COMMENTS BY COUNCIL

 

Councilmember Jensen stated that he would have preferred to have seen a brighter color scheme used for the new paint job at the swimming pool.

 

Councilmember Garrison expressed concern about the appearance of the City’s grounds and especially the dandelions.

 

Councilmember Mounce noted that the West Carrollton Historical Society was requesting that the City remove, or have removed, some trees located at the Historical House property on Central Avenue.

 

ADJOURNMENT

 

Council reconvened to the Regular Session. Having no further business, Mr. Garrison moved to adjourn. Mr. Mounce seconded the motion. All members present voting Yes, the motion carried.
