WEST CARROLLTON CITY COUNCIL REGULAR MEETING
February 9, 1999
PRESENT: Mayor Maxine Gilman; Council Members Bill Ennis; William Gordon; Jack Jensen;
Linda Lotspaih; Donald Mounce; and Jeff Sanner; City Manager G. Tracy Williams; Assistant
City Manager David Watson; Law Director Patrick Carney; Service Director Don Hill; Chief
of Police Don Rice; Deputy Police Chief Richard Barnhart; Director of Planning and
Economic Development David Humphreys; and Assistant Clerk of Council Patricia Replogle.
The meeting was called to order by Mayor Gilman. Chaplain Dana Brown of the West
Carrollton Police Department gave the invocation. The Pledge of Allegiance and Roll Call
followed.
MINUTES
A motion was made by Mr. Ennis to approve the minutes of the Regular Council Meeting of
January 26, 1999. Mr. Mounce seconded the motion. A roll call vote was taken; all members
present voted yes and the motion carried.
PUBLIC HEARINGS
There were no Public Hearings.
COMMUNICATIONS AND PRESENTATIONS
There were no Communications or Presentations.

UNFINISHED BUSINESS
ORDINANCE NO. 3124: MINIMUM SIZE OF ACCESSORY BUILDINGS
Ordinance No. 3124 (second reading): An ordinance amending Chapter 154 of the
Code of Ordinances of West Carrollton known as the "Zoning Code", amending
Section 154.179 to increase the minimum size of accessory buildings permitted in
residential districts.
Mr. Jensen made a motion, seconded by Mr. Gordon, to adopt Ordinance No. 3124. A roll
call vote was taken, all members voted yes and the motion carried.
ORDINANCE NO. 3125: REQUIRED REAR YEAR REQUIREMENTS FOR ADDITIONS
Ordinance No. 3125 (second reading): An ordinance amending Chapter 154 of the
Code of Ordinances of West Carrollton known as the "Zoning Code", amending
Section 154.180 to reduce the required rear yard requirement for one story additions to
single family residences.
A motion was made by Mr. Mounce, seconded by Mr. Sanner, to adopt Ordinance No. 3125. A
unanimous roll call vote carried the motion.
NEW BUSINESS
ORDINANCE NO. 3126: CAD SYSTEM FOR POLICE DEPARTMENT
Ordinance No. 3126: An ordinance authorizing the City Manager to advertise
for bids for the purchase of a computer aided dispatch (CAD) system and to expend a sum in
excess of $10,000 therefore.
Mr. Jensen questioned Chief Rice about the costs in the years 2001, 2002 and 2003. Mr.
Mounce asked about the annual cost. Chief Rice responded that the initial cost will be
$120,000. The additional modulars, including the fiber optics lines, noted in the memo
could be added at the costs shown if it is determined that those purchases should be made.
At that time, he would come back to Council for those additions in conjunction with the
annual budgeting process. He also stated that the annual maintenance fee for the CAD
system is $5700. Mr. Jensen asked if the Police and Fire Dispatch would continue at the
local level or if the Fire Alliance is being considered. Chief Rice stated that both he
and Fire Chief Keister are in favor of the dispatch staying at the local level, and he
foresees no plans to change that.
A motion was made by Mr. Gordon to dispense with the second reading of Ordinance No. 3126.
Mr. Sanner seconded the motion. All members voted yes to a roll call vote and the motion
carried.
A motion was made by Mr. Sanner, seconded by Mr. Mounce, to adopt Ordinance No. 3126. A
roll call vote was taken, all members voted yes and the motion carried.
ORDINANCE NO. 3127: BUILDING CODE UPDATE TO 1999 NFIPA ELECTRIC CODE
Ordinance No. 3127: An ordinance amending Chapter 150 of the Code of
Ordinances of West Carrollton known as the "Building Code", amending Section
150.01 to adopt by reference the 1999 edition of the NFiPA "National Electric
Code".
Mayor Gilman noted that this is a routine procedure to keep the Building Code updated.
Mr. Sanner made a motion to dispense with the second reading of Ordinance No. 3127. Mr.
Gordon seconded the motion. A unanimous roll call vote carried the motion.
A motion was made by Mr. Mounce, seconded by Mrs. Lotspaih, to adopt Ordinance No. 3127. A
roll call vote was taken, all members voted yes and the motion carried.
REPORTS BY OFFICERS
Mr. Williams offered his condolences to Mr. Gordon and his family at the
recent loss of Mr. Gordon's mother.
Chief Rice asked everyone to send their prayers to the Kettering family of the missing
little girl, Erica Baker.

COMMENTS BY COUNCIL
Mr. Mounce noted that the annual Lions Club Rose Sale will begin near the end
of March. The price will be $13.00 a dozen. He urged anyone interested to contact a Lions
Club member to place an order.
Mr. Gordon thanked everyone for their expressions of sympathy.
Mayor Gilman said that the West Carrollton Rotary Club Spaghetti Dinner and Bake Sale will
be held on February 27th at the West Carrollton Senior High School from 4:30
p.m. to 8:00 p.m.
The Mayor also thanked Julie and Ron Ziemkowski on cameras.
RECESS
Mayor Gilman made a motion, seconded by Mr. Gordon, to recess to a Work
Session to discuss the items on the agenda. A unanimous roll call vote carried the motion.
WORK SESSION
Those present for the Work Session in addition to the City Council members
included: Service Director Don Hill; Assistant City Manager David Watson; and City Manager
G. Tracy Williams.
PROGRESS CENTER STORMWATER STUDY
City Council indicated that they had read the staff report concerning the
stormwater study for the Progress Center industrial park area, and had no further
questions or comments regarding the study.
ELM STREET WATER LINE IMPROVEMENTS
Service Director Don Hill discussed the need to replace the badly
deteriorated twelve inch water line in Elm Street between the railroad and Gibbons Road.
This project would involve not only replacing the twelve inch water main, but also
replacing the service lines to the individual properties as well as completely resurfacing
Elm Street between the railroad and Gibbons Road. The estimated cost for this project is
approximately $145,000 and would come from the city's Water Fund. Don Hill noted that this
project would be done in conjunction with other water line improvements planned for the
West Lowery Avenue area this summer.
The City Council concurred with the proposed improvement, and requested that
staff proceed as needed to accomplish this work as there have been several water main
breaks in this line.
Don Hill left the meeting.
WEST CARROLLTON PAPER FESTIVAL
Councilmember Don Mounce, who is also President of the West Carrollton Lions
Club, discussed concerns about the future viability of the West Carrollton Paper Festival.
Several ideas and suggestions for possibly improving the festival in future years were
discussed. Concerns primarily focused on the need for leadership of the festival in future
years, and also ways and means to attract more community interest in the festival.
ANNUAL CITY COUNCIL VISION RETREAT
City Council selected Thursday, May 6, as the date for the annual City
Council vision retreat to be facilitated by Dr. Mary Ellen Mazey from Wright State
University. The retreat will begin at 2:00 p.m.
CITIZEN FOCUS GROUPS
City Council established March 30, May 18, and September 21, as dates to hold
Citizen Focus Group meetings. The meeting for the last quarter may be held either in
October or November.
FIRE STATIONS TOUR
Mayor Gilman reminded Council of plans to tour three area fire stations on
Saturday, February 13, beginning at 8:00 a.m. The Mayor also noted that another tour of
these fire stations would be scheduled at another time for those who could not attend on
February 13.
PARK NAME
City Council reviewed proposed names for the new park along Marina Drive
overlooking the river; however, Council requested that the city approach the school
district about having a contest to name the new park. Council suggested that this contest
be held at the third grade level for all five elementary schools within the school system.
Further, Council requested that each school submit no more than five suggestions for their
consideration.
TAX ABATEMENT REVIEW COUNCILS
City Council discussed potential individuals who might be appointed to serve
on the tax abatement review councils. The names of several individuals were mentioned;
Mayor Gilman indicated that she would get with city staff to resolve this matter so that
the necessary resolution of appointment could be prepared for the next meeting.
COMMENTS BY COUNCIL
Councilmember Bill Ennis indicated that he enjoyed the recent luncheon and
presentation regarding Olde Downtown West Carrollton and suggested that it was time for
the city to give further discussion to possibly establishing additional parking lots in
the Olde Downtown West Carrollton area.
Councilmember Jack Jensen reminded Council of the upcoming Saturday retreat on February
27, with Dr. Mary Ellen Mazey from Wright State University. This is a follow-up meeting
from the retreat held last fall with Bonnie Armstrong, concerning how the school district
community can build upon our reputation as a family-friendly community.
Councilmember Jensen also indicated that he would appreciate it if staff could give
Council a briefing on the CareNOW program.
Councilmember Don Mounce stated that he appreciated the Main Street Walk-n-Talk
program, and remarked that he thought it was extremely well done. Councilmember Mounce
indicated that he was very pleased by the strong interest shown by the business community,
and felt that positive strides were being made to improve the Olde Downtown West
Carrollton area. He also noted that there was a follow-up meeting scheduled for 5:00 p.m.,
on Thursday, February 18.
Council reconvened into the regular session.

Councilmember Linda Lotspaih made a motion, seconded by Councilmember Jeff
Sanner to adjourn. All voted in favor. The meeting was adjourned.
