PRESENT: Mayor Maxine Gilman; Council Members William Gordon; Vern Angerer, Jack Jensen, Linda Lotspaih; Donald Mounce and Jeff Sanner; City Manager G. Tracy Williams; Assistant City Manager David Watson; Law Director Patrick G. Carney; Finance Director Tom Reilly; Parks and Recreation Director Rick Bolton; Building Inspector Reneé Snodgrass and Assistant Clerk of Council Patricia L. Replogle.
The meeting was called to order by Mayor Gilman. Deacon Alan Arber of St. Henry Parish gave the Invocation. The Pledge of Allegiance and Roll call followed.
MINUTES
A motion was made by Mr. Gordon, seconded by Mr. Sanner, to approve the minutes of the regular meeting of October 10, 2000. A roll call vote was taken, all members voted yes and the motion carried.
A motion was made by Mr. Jensen and seconded by Mrs. Lotspaih to approve the minutes of the Joint Meeting of City Council with the West Carrollton School Board, Miami Township Trustees and Moraine City Council held October 16, 2000. A roll call vote was taken: Mr. Mounce-abstained; Mr. Sanner-abstained; Mayor Gilman-yes; Mr. Angerer-abstained; Mr. Gordon-yes; Mr. Jensen-yes; Mrs. Lotspaih-yes. The motion carried.

COMMUNICATIONS AND PRESENTATIONS
OATH OF OFFICE - MARK A. MEYER, POLICE OFFICER
Mayor Gilman noted that the Oath of Office for Officer Meyer would be conducted at a later date due to an illness in the officer's family.
CERTIFICATE OF RECOGNITION -
JANET MAYO, RETIRED WEST CARROLLTON ELEMENTARY SCHOOL TEACHER
Mayor Gilman read the certificate in its entirety and presented it to Janet Mayo. The Mayor said that it is a very much deserved honor and congratulated Mrs. Mayo. Mrs. Mayor thanked Council. She said that when she heard that she was to receive this recognition, she was overwhelmed and pleased, and she accepts it on behalf of all public school teachers. Mrs. Mayo said she was glad that her family was able to attend. Mayor Gilman said that teachers have a great impact on our lives.
Mrs. Lotspaih said that she has known Mrs. Mayo for a long time and she appreciates all that Mrs. Mayo has done. Mr. Sanner said his brother had been a student of Mrs. Mayo and thanked her for all her years of service. Mayor Gilman thanked the Mayo family for attending the meeting.
COMMENTS BY THE AUDIENCE
JOSEPH KOUSSA - REGARDING REDUCING GASOLINE CONSUMPTION
Mr. Koussa, 1537 Beavercreek Lane, Kettering, Ohio 45429, addressed Council regarding his efforts to promote gasoline conservation. He said that if we reduce the need, the prices will go down. He has distributed flyers at various locations. He read some suggestions for reducing gas consumption. Mr. Koussa said that he has letters of support from Kettering, Dayton and Oakwood City Councils, the State of Ohio and the President of the United States. He read the letter from President Clinton. He asked Council to consider issuing a letter of support. Mr. Koussa thanked Council for their time.

NEW BUSINESS
ORDINANCE NO. 3168: AUTHORIZE THE SALE OF USED CITY VEHICLE
Ordinance No. 3168 - An ordinance authorizing the sale of a used city vehicle not needed for any municipal purpose.
Mayor Gilman noted that this is a 1994 Ford Explorer from the Fire Department. She noted that information on closed bids will be in the Miamisburg-West Carrollton News.
Mr. Jensen made a motion, seconded by Mr. Sanner, to dispense with the second reading of Ordinance No. 3168. A unanimous roll call vote carried the motion.
A motion was made by Mr. Sanner and seconded by Mr. Gordon to approve Ordinance No. 3168. All members voted yes to a roll call vote and the motion carried.
RESOLUTION NO. 24-2000: FEE FOR SPECIAL REFUSE PICK-UP SERVICE
Resolution No. 24-2000 - A resolution revising the fee for on-call special refuse pick-up service.
Mr. Williams noted that this service was established in 1987 with a fee of $15.00. The resolution would increase the fee to $20.00. Mayor Gilman noted that a resident told her that the landfill is charging $30 to dump there, plus an individual has to transport the item(s) to the landfill.
Mr. Mounce introduced and made a motion to approve Resolution No. 24-2000. Mrs. Lotspaih seconded the motion. All members voted yes to a roll call vote and the motion carried.
REPORTS BY OFFICERS
RICK BOLTON, PARKS and RECREATION DIRECTOR-
PROPOSED TREE PLANTINGS
Mr. Bolton addressed Council. He stated that the City of West Carrollton has a long tradition of tree planting. The City Beautiful Commission is largely responsible for this effort. The three paper mills in the City donate annually toward the tree plantings. West Carrollton has been designated as a Tree City since 1989. Mr. Bolton listed the areas where 70 new trees are to be planted.
Mr. Sanner asked about the trees on Appleton Papers Inc. property that appear to have died. Mr. Bolton said that Appleton Papers is trying to re-fertilize those trees to see if they will come back. He said he plans to contact Appleton Papers about those trees as they are becoming a bit of an eyesore. Mayor Gilman noted that Appleton's last donation toward the tree plantings was $2500, and donations were also received from the other paper mills. Mr. Jensen said he would like to see new trees in our parks. Mr. Bolton noted that as the trees die, they are put on the list to be replaced.

COMMENTS BY THE AUDIENCE
Joyce Sheetz, 146 East Shannon Avenue, West Carrollton, addressed Council regarding a handicapped parking sign. She said that the lady who had originally been approved for the sign has moved and the sign should be removed. Mrs. Sheetz said that one day she had parked in that spot. The lady who had lived there had returned briefly and had called the police about Mrs. Sheetz using the handicapped parking space.
Mrs. Sheetz said she was issued a parking ticket. Mrs. Sheetz feels that the spot should not have been designated as a handicapped parking spot in the first place, and she is very upset about the ticket she received. Mr. Carney, in response to a question from Mayor Gilman, said that permits are granted by the State to those persons who have the proper papers from their doctors. He said the City cannot challenge the legality of being handicapped. Mr. Sanner asked how a parking space on a public street could be designated handicapped. Mr. Carney said the City must have approved it. Mayor Gilman and Mr. Williams both stated that until the sign is removed, it is still considered a handicapped parking spot. Mr. Williams also added that he was informed by the owner of the property that the new tenant may be in need of the handicapped designation, so they have left the sign intact until it is determined. Mayor Gilman informed Mrs. Sheetz that her case will be transcribed to the Miamisburg Municipal Court since she has discussed the matter at length with her.
COMMENTS BY COUNCIL
Mr. Gordon reminded everyone that Old-Fashioned Day is Saturday, October 28th from 10:00 a.m. to 5:00 p.m. with the parade starting at 1:00 p.m. There will also be costume judging.
Mr. Angerer reminded everyone that November 7th is Election Day, so get out and vote.
Mr. Gordon jokingly asked if he could get a Republicans Only parking sign.
Mayor Gilman noted that Beggar's Night will be October 31st from 6:00 p.m. to 8:00 p.m., the same as most of the surrounding communities. The Mayor reminded everyone that voting is a right and a privilege in this country and urged everyone to take it seriously. She noted that the League of Women's Voters will publish information in the newspaper regarding the issues on the ballots. Issue One deals with environmental concerns. Five Rivers MetroParks also has an issue on the ballot. She urged everyone to exercise his/her right and vote. The Mayor thanked Ron Ziemkowski on cameras.
RECESS
Mayor Gilman made a motion, seconded by Mr. Gordon, to recess to a Work Session to discuss the items on the agenda. A unanimous roll call vote carried the motion.

WORK SESSION
Present: Mayor Maxine Gilman; Council Members Jeff Sanner, Linda Lotspaih, Donald Mounce, Jack Jensen, Vern Angerer and Bill Gordon. Also present G. Tracy Williams, City Manager; Tom Reilly, Finance Director; David Humphreys, Planning & Economic Development Director; Reneé Snodgrass, Building Inspector; and David Watson, Assistant City Manager.
Deputy Mayor Gordon excused himself prior to the start of the Work Session.
BUILDING PERMIT FEES
Reneé Snodgrass presented the proposed new schedule of permit fees for the city of West Carrollton and discussed the considerations and review that had been undertaken in order to prepare the numbers. After some discussion, Council agreed to place the item on the agenda for the next City Council meeting.
LOCAL GOVERNMENT AWARENESS WEEK
Mr. Watson announced the upcoming Local Government Awareness Week scheduled for the week of November 13-17, at the West Carrollton High School. Mr. Watson asked Council for any dates they might be available to participate in the presentation. After some discussion, council members indicated that they will contact Mr. Watson with regard to their attendance.
Reneé Snodgrass left the meeting.
HEAVIN PROPERTY
David Humphreys gave a brief presentation on the Heavin property, including incentives, impact of traffic on the road, and what is proposed as a sequencing center for products to be delivered to the Moraine Truck and Bus Assembly Plant. Mr. Humphreys then went over the pertinent sections of an ED/GE application, which would be a part of the incentive package for the development. After some discussion, Council agreed to proceed with the ED/GE application.
Mr. Humphreys left the meeting.
Mayor Gilman asked Council for their thoughts about the council meeting scheduled for December 26th. After some discussion, Council agreed to reschedule the meeting to Thursday, December 28th, 2000.
City Manager Williams then went over a couple of items with Council, including a recap of the real estate discussions that were held at the last meeting.
City Manager Williams asked if Council remains interested in pursuing looking at multi-family zoned properties. Council responded that yes, they wish to continue to look at those properties and the impact associated with all of the multi-family zoned property available for development or redevelopment in the city of West Carrollton.
2001 BUDGET
After a brief overview from City Manager Williams, the majority of Council indicated satisfaction with the budget as proposed. There were some questions about several items included in the budget. Since Council is in agreement with the budget as presented, it was determined that there is no need for the meeting scheduled for November 7th for budget review.
PUBLIC EMPLOYEES RETIREMENT SYSTEM (PERS)
Tom Reilly briefed Council on the reduced payments to the Public Employees Retirement System.
COMMENTS by COUNCIL
Councilmember Donald Mounce then informed Council that he had received copies of council rules from several cities. He is reviewing in particular two of the sets of rules, which he has found may cover most of the items which need to be addressed by a set of council rules for West Carrollton.
Councilmember Jack Jensen then reviewed with members of Council the recent joint meeting of elected officials and administrators from the West Carrollton School District, the cities of Moraine and West Carrollton and Miami Township.
There being no more items, it was moved by Councilmember Vern Angerer, seconded by Councilmember Jeff Sanner to adjourn the meeting. All present voting in favor, meeting adjourned.
